SAPPK ITB Lecturer Serves as Resource Person in Telkomsel’s Disaster Response CSR Program in Pandeglang

From 25–27 June 2026, PT Telekomunikasi Selular (Telkomsel), one of Indonesia’s leading telecommunications companies, organized its Corporate Social Responsibility (CSR) program in disaster management, TERRA (Telkomsel Emergency Response and Recovery Activity) 2026. Carrying the theme “Sigap, Peduli, Bersama (Alert, Caring, Together),” the program aimed to strengthen disaster preparedness and volunteer capacity by equipping participants with essential knowledge and practical skills in disaster risk reduction and emergency response. The three-day training, held at Salaka Nagara Camping Ground in Mandalawangi, Pandeglang Regency, Banten, brought together youth, university students, and members of the outdoor community. Participants received training from professionals and practitioners representing various institutions, including the Regional Disaster Management Agency (BPBD), the National Search and Rescue Agency (Basarnas), Wanadri, disaster journalists, psychologists, medical professionals, environmental activists, and academics. The program covered topics such as disaster risk mapping, resource allocation, early warning systems, evacuation planning, and integrated emergency response, complemented by practical simulations of evacuation procedures, first aid, and search-and-rescue operations.

One of the invited speakers was Nurrohman Wijaya, Ph.D., a lecturer in the Department of Urban and Regional Planning at the School of Architecture, Planning, and Policy Development (SAPPD) at Institut Teknologi Bandung (ITB). On Friday, 26 June 2026, he delivered a session entitled “Disaster Risk Management, Mitigation, and Preparedness for Volunteers,” emphasizing the importance of understanding disaster risk as the interaction between hazards, vulnerability, and community capacity, rather than viewing disasters solely as natural events. During his presentation, Mr. Wijaya explained the key factors influencing disaster risk, including demographic characteristics, geographical conditions, land-use planning, institutional capacity, and disaster governance. He also introduced participants to approaches for community- and area-based disaster risk identification, highlighting the importance of understanding local hazard characteristics before developing appropriate mitigation strategies.

The session further explored both structural and non-structural disaster mitigation measures. Structural mitigation included physical interventions such as evacuation signage, slope stabilization, emergency facilities, and early warning systems. In contrast, non-structural mitigation focused on strengthening disaster policies, integrating disaster risk reduction into spatial planning, promoting disaster education, and conducting regular preparedness exercises. A major emphasis of the presentation was the strategic role of volunteers and community organizations in all phases of disaster management. Mr. Wijaya highlighted that volunteer groups can make significant contributions through participatory risk mapping, public education, rapid damage assessment, emergency response, evacuation support, and post-disaster recovery. He encouraged participants to become active agents of community resilience by promoting collaborative disaster risk reduction initiatives.

To enhance participants’ understanding, the session incorporated interactive discussions and practical case studies from several regions in Indonesia, allowing volunteers to apply disaster risk concepts to real-world situations. The participants responded enthusiastically, actively engaging in discussions and raising questions about disaster preparedness and community resilience. Mr. Wijaya noted that strengthening volunteer capacity is an essential component of building disaster-resilient communities. Through a better understanding of disaster risk, mitigation, and preparedness, volunteers can play a more effective role in identifying local risks, supporting disaster management efforts, and fostering a culture of preparedness at the community level. The participation of SAPPK ITB in the TERRA 2026 program reflects the School’s ongoing commitment to community engagement and the dissemination of academic knowledge in support of disaster risk reduction, climate resilience, and sustainable development.
