Ex-Ante Evaluation on Toll Road Policy by Local Government

Abstrak

The rapid growth of transportation needs especially in big cities in Indonesia has forced local governments to develop their transport policy continuously. Among others is the policy on toll road development system connecting busy area in city centre as a toll to support and complement other transport infrastructures. Set forth from that idea, with the urge to implement a good principle of local autonomy, the authors feel that it is necessary to conduct a study on evaluating the implementability level of the toll road development policy.
In the mean time, there are only two local governments who have proposed initiatives related to toll road development. They are Government of DKI Jakarta and Government of Bandung Regency. Initiative proposed by Government of DKI Jakarta is inner-inner-ring road toll network development consist of six corridors of toll roads. Initiative proposed by Bandung Regency is the development of additional toll road connecting Soreang and Pasir Koja.
The research, an ax-ante policy evaluation scheme formulating, is conducted considering that the toll road development policy has not yet been taken place. Therefore it will give us an initial assessment of how the implementability level of the policy when it is implemented in the future.
The scheme resulted is a general formulation which is able to be applied in evaluation toll road development policy planned by all local government.
The results shows that for DKI Jakarta Case, the relative potency to meet administrative criteria of the policy is quite high, therefore the level of implementability is quite tall as well. On the contrary, the case of Bandung Municipalitiy has shown a rather low level. It also shown that indicators fulfilled in both areas are not the necessarily the same one. Therefore, it can be concluded that there is a high possibility to implement the policy especially in areas having good access experienced organization/institution and human resources. The main obstacle which will hampering the policy implementation lies on the weak local government authority on guarantying the BUMD to own the rights in managing toll road, rather weak institution commitment in integrating the toll road plan with existing transportation scheme and a lack of related BUMD experiences as institution intended to be transformed into toll road management institution.
