On Monday, 5 December 2016, a Memorandum of Understanding was signed between the Municipality of Padang with Institut Teknologi Bandung. The signing was conducted by H. Mahyeldi Ansharullah, SP, the Mayor of Padang, and Prof. Bambang Riyanto Trilaksono, Vice Rector of ITB for Research, Innovation, and Partnership and it was held at the Meeting Room of Grand Tjokro, Bandung, coincided with the opening of Regional Workshop on Lessons Learnt from Community Activity of the 2016 Indian Ocean Wave Exercise (IOWave16) and Working Group 1 ICG/IOTWMS Intersessional Meeting. The signing was attended and witnessed by Dr. Srinivasa Kumar Tummala, Head of ICG/IOTWS Secretariat (Intergovernmental Coordination Group on Indian Ocean Tsunami Warning and Mitigation Group), Dr. Andi Eka Sakya, Head of the Indonesian Agency for Meteorological, Climatological and Geophysics, Dr. Medi Herlianto, CES, Director of Preparedness, National Disaster Management Authority (BNPB), Dr. Sri Maryati, Vice Dean of SAPPD for Resources, and 14 foreign participants from Indian Ocean countries and 4 participants from Regency and Municipality BNPB who conducted Indian Ocean Wave Exercise (IOWave16) on 7 – 8 September 2016. This MOU signing is a vivid example of a support from the municipality government in the cooperation with university to integrate research, science, and technology in the formation of disaster risk mitigation policy.
The cooperation agreed upon by the Municipality of Padang and ITB, on article 2 of the MOU consisted of: (1) cooperation in the field of education, research, and community service and development management in Padang city, and (2) specifically research, science, and technology in the field of disaster mitigation and disaster-based spatial planning. The cooperation in point (2) was a follow up of a courtesy meeting conducted from 2 – 6 September 2016 in Padang by ITB PEER Science Team with a research entitled “Integrated Local Emergency Response Policy Improvement and Capacity Building for Advance-Early Warning System in the face of Near-Field Tsunami Risk” lead by Dr. Harkunti P.Rahayu. The signing will be followed by the formulation of program plan for the establishment of tsunami safe zone, planning of tsunami evacuation route, etc.
In addition to the signing of MoU, a Regional Workshop was held on Lessons Learnt from Community Activity of the 2016 Indian Ocean Wave Exercise (IOWave16) on 5-6 December 2016 and Working Group 1 ICG/IOTWMS Intersessional Meeting on 7-8 December 2016. Both events were held under a framework of cooperation between ITB as the host, ICG/IOTWMS Secretariat, UNESCO-IOC and IOTIC (Indian Ocean Tsunami Information Center) with financial aid from the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and grant from the government of Japan. The event invited 14 Indian Ocean countries that had conducted end-to-end Tsunami Exercise which included SOP testing and communication network in early warning chain and tsunami emergency respond as well as respond and simulation of evacuation at public level. Indonesia has conducted respond testing and simulation of evacuation in four municipalities and regencies, i.e.: Padang municipality, Pandeglang Regency, Pangandaran Regency, and Pacitan Regency. In that event, ITB PEER Science Team has participated in the improvement of Tsunami Early Warning and Emergency Respond SOP in Padang on 7 September 20916 and as observer, ITB PEER Science Team, led by Dr. Harkunti P.Rahayu has produced a documentary film on the event as the contribution for IOWave16 that can be seen on the following link:
